This paper assesses the readiness of safety nets in 13 countries to respond to rising food prices, based on the presence of safety net programs, coverage, targeting effectiveness, and administrative capacity. The authors find that one country shows a strong basis for response, eight show a moderate base, and four appear weakly prepared or not prepared at all. Yet, even in countries with a moderate/strong basis for response, strategic decisions appear to challenge effective implementation. The paper lists priority areas of action—including to develop one sound poverty targeted program and promote agile targeting systemsand calls for scaling up safety nets to help prevent long-term nutrition/poverty setbacks
